How to Become a Cypriot Citizen

As of 2026, foreign nationals can obtain citizenship of Cyprus through three legal pathways:

Naturalisation
Marriage to a Cypriot citizen
Cypriot descent

The former Citizenship by Investment Program was officially terminated on November 1, 2020. Investors seeking Cypriot nationality must now follow the residency-by-investment route. This involves purchasing property in Cyprus and maintaining legal residence on the island for eight years before becoming eligible for naturalisation.

Have been legally residing in Cyprus for at least 8 years
Have been married to a Cypriot citizen for at least 3 years
Have Cypriot ancestry

Highly skilled employees of foreign companies may apply earlier — after 4 or 5 years of residence — provided they pass a Greek language examination:

Level A2 (basic communication) → eligibility after 5 years
Level B1 (independent everyday communication) → eligibility after 4 years

This fast-track route for qualified professionals in research and innovation sectors is often referred to as the Cyprus Golden Knowledge Program.

Cyprus Citizenship by Naturalisation

Naturalisation is the standard route to Cypriot citizenship and is based on long-term legal residence, good character, and integration into Cypriot society.

Applicants must meet the following conditions:

12 consecutive months of lawful residence immediately before applying (maximum 90 days of absence allowed)
7 years of legal residence within the last 10 years prior to those 12 months
Good character
Greek language proficiency at Level B1 (exam conducted by the Ministry of Education)
At least 60% score in the socio-political knowledge examination
Proof of stable accommodation and financial means

⚠️ If absence exceeds 90 days during the final 12-month period, continuity is broken and the count must restart.

Important notes:

Arrival day counts as a day in Cyprus; departure day counts as a day outside.
Time spent in Cyprus on a student permit does not count toward legal residence.

An amendment to the Civil Registry Law adopted on November 30, 2023, introduced reduced residence requirements (4–5 years) for highly skilled professionals.

Cyprus Citizenship by Marriage

Foreign spouses of Cypriot citizens may apply after:

3 years of marriage, and
2 years of residence in Cyprus (if living in Cyprus)

Couples residing abroad may apply after 3 years of marriage. If married for at least 5 years and have a child, no explanation for applying from abroad is required.

This route is governed by the Civil Registry Law 141(I)/2002.

Upon approval, the applicant receives a Certificate of Naturalisation and may apply for a Cypriot ID card and passport.

Cyprus Citizenship by Descent

Citizenship by descent applies to individuals with Cypriot heritage. Eligibility depends on:

Date of birth
Parent’s citizenship status
Whether the applicant is a minor or adult

The key reference date is August 16, 1960, when Cyprus gained independence from the United Kingdom.

There are six registration categories (Forms M71, M72, M121, M123, M124, M126), each with specific eligibility criteria and government fees ranging from €20 to €80 plus stamp duties.

Applications can be submitted:

At the Civil Registry Directorate (Ministry of Interior)
At district administration offices
At Cypriot embassies or consulates abroad

If residing outside Cyprus, applications must be filed at the Cyprus Embassy in the country of residence.

Military Service (Citizens by Origin)

Male citizens aged 18–45 with at least one Cypriot parent are required to serve:

Standard service: 14 months
Reduced service (if living abroad over 10 years):
- 3 months (over 26 years old)

Document Authentication & Translation

Documents must:

Be translated into English or Greek
Bear an Apostille stamp or
Be certified by the issuing country’s Ministry of Foreign Affairs, the Cyprus Embassy, and the Ministry of Foreign Affairs in Cyprus

Citizenship Through Investment – Current Status

The Cyprus Citizenship by Investment Program remains suspended and is not available in 2026.

Foreign investors may instead apply for permanent residency through investment and become eligible for citizenship after 8 years of lawful residence.

Honorary Citizenship

In exceptional cases, honorary citizenship may be granted by decision of the Council of Ministers to individuals who have rendered outstanding services to the Republic.

Dual Citizenship

Cyprus permits dual citizenship. Individuals may retain their original nationality alongside Cypriot citizenship without restriction from the Cypriot authorities.
